With an army career ruined after losing her sexual harassment suit, Holly Barker starts over as deputy in the small Florida town of Orchid Beach.  When the Chief of Police is found along the highway with a bullet in his head, and his closest friend has blown his skull apart with a shotgun, Holly becomes the newly acting Chief in a town she hardly knows.  Who can she trust?  As she investigates the crimes, clues lead her to an ultra-rich community where several corrupt Miami ex-cops turn up as security workers.  As Holly gathers evidence to turn over to the FBI, she is aided by local defense attorney Jackson Oxenhandler and Daisy, the clairvoyant Doberman she has inherited from the Chief.
